The amendment extends the 4.2 percent employee payroll tax rate; extends Medicare payments rates to doctors and extends unemployment insurance (UI) program for the long-term jobless. It is offset by an increase in loan fees levied by government-backed mortgage lenders Fannie Mae and Freddie Mac for guaranteeing loans purchased in the secondary mortgage market. It was approved Dec. 17 by a vote of 89-10 (R: 39-7; D 49-2; I 1-1.) Roll Call vote 232. Y=R, N=W.
