The amendment extends the 4.2 percent employee payroll tax rate; extends Medicare payments rates to doctors and extends unemployment insurance (UI) program for the long-term jobless. It is offset by an increase in loan fees levied by government-backed mortgage lenders Fannie Mae and Freddie Mac for guaranteeing loans purchased in the secondary mortgage market.
