As part of the Republican attack on workplace, safety, environmental, and consumer protections, Sen. John McCain (R-Ariz.) offered an amendment to the bill that would roll back or weaken many federal regulations, including a provision that would bar the Environmental Protection Agency from regulating greenhouse gases under the Clean Air Act. It also would express the sense of Congress in support of a balanced-budget constitutional amendment. The amendment was rejected Nov. 10 by a vote of 40-56 (R: 40-4; D: 0-50; I: 0-2).
