Legislation from Senate Democrats would allow the Bush tax cuts for the wealthy to expire, while preserving breaks for the middle class. Sen. Mitch McConnell (R-Ky.) offered an amendment to the bill that not only would extend the Bush tax cuts for the top 2 percent but also would extend estate tax cuts for estates worth more than $5 million. The McConnell substitute was rejected on July 25 by vote of 45-54: (R: 44-2; D: 1-50; I: 0-2). Roll Call vote 183. Y=W, N=R.
