Sen. Rand Paul (R-Ky.) offered an amendment to the Hurricane Sandy disaster relief bill to bar the use of funds in the bill to administer or enforce prevailing wage requirements under the Davis-Bacon Act for public works projects. The Davis-Bacon prevailing wage law ensures that workers on public construction projects funded by taxpayer dollars are paid a wage comparable to the local standard or "prevailing" wage. It prevents unscrupulous contractors from low-balling bids and undercutting community wages with cheap, unskilled labor. The amendment was defeated on Dec. 28 by a vote of 42-52.
