Panama is known as a “tax haven,” with a history of attracting money launderers and tax dodgers. The Tax Information Exchange Treaty that Panama recently signed and its related banking secrecy law changes may be too weak to fix the problems. The OECD Global Forum must still evaluate whether Panama’s domestic laws now allow for effective tax information exchange. Only time will tell if Panama will live up to its promises.
