An attempt to ram through a partisan redistricting map by Virginia State Senate Republicans has been blocked by the speaker of the state's House of Delegates.

TPM reports that a preliminary Justice Department investigation finds that the redistricting plan approved by presidential candidate and Texas governor Rick Perry (R) ļ»æappears to have been āadopted, at least in part, for the purpose of diminishing the ability of [minorities] to elect their preferred candidates of choice to Congress.ā
